Research shows that if scientifically based interventions and progress monitoring tools are used at Tier 2, less than 5 percent of students should require Tier 3 instruction. However, if learning does not improve as a result of pre-referral interventions and activities, students may be referred for special education.
The special education process follows a set pattern of instruction and assessment to continually measure a student's response to intensive intervention. This process facilitates the required steps to accurately develop and update a student's Individualized Education Program (IEP):
