The increasing numbers of students needing special education and the wide variance across districts suggest that many students are being inappropriately placed in special education. While research suggests approximately 5 percent of the population should require intensive special education services, the national rate is nearly 13 percent, and exceeds 25 percent in some districts.
Response to Intervention (RTI) is the practice of providing scientifically-based, high quality instruction targeted to these students' needs. RTI incorporates a multi-tiered approach to address academic difficulties for all students, reducing referrals to special education.
The multi-tier model provides a framework for increasing instructional intensity based on student needs.
