Reducing Inappropriate Referrals to Special Education
Almost 7 million students receive special education services in America's schools. The greatest number of students referred for special education fall into the category of Specific Learning Disabilities (SLD). 80 to 90 percent of the students in this category have been referred because they can't read, and many have poor math skills.

Identifying each student's specific disability is time-consuming and costly. A Response to Intervention Model (RTI) reallocates resources and energy to teaching students what they need to know in order to succeed in general education.
